For have this, you need the shield normal ( Rainbow Shield ) and enchant with Ice (use a Small Enchanted Sapphire on shield).
Technically the best obtainable shield, however when charged it only last for 15 minutes at a time, and the Rainbow Shield is quite rare and expensive.
If you have a Rainbow Shield and plenty of small enchanted sapphires, this is a great defensive upgrade.
