In order to to unlock this, you must defeat Prince Drazzak in the Roshamuul prison.
He is known for having one of the most frequent retargeting systems, along with special skills that lock onto specific players in order to 1 hit kill them if they are within range, as well as teleport everyone in the room close to him, just to name a few.
You can fight him with up to 5 players, you will need a Golden Prison Key , lots of supplies and probably an extra pair of pants for this boss.
